Administrative Order 12171 approved NCCI Item B-1447 Revisions to NCCI Manual Rules Related to the COVID-19 Pandemic-Paid Furloughed Employees & Final Premium Reporting effective 07/01/2023. This item establishes an expiration date of 06/30/2023 for the following: Statistical Code 0012 – Paid Furloughed Employees, exclusion of payments to paid furloughed employees due to COVID-19 from premium and experience rating calculations, and the COVID-19 premium rule exception in the Statistical Plan.

Effective July 1, 2023 (new business) and July 1, 2023 (renewal business) - VAIP Filing No.: VA 23-02- Rules and rates associated with the updated form CA 21 21 07 23 Uninsured Motorists Endorsement (Virginia) and the new form CA 31 44 07 23 Uninsured Motorists Coverage Endorsement (Alternative Coverage) (Virginia).

Effective July 1, 2023 (new business) and July 1, 2023 (renewal business) - VAIP Filing No.: VA 23-01- Rules and rates associated with the updated form PP 14 03 07 23 Uninsured Motorists Coverage - Virginia and the new form PP 14 34 07 23 Uninsured Motorists Coverage (Alternative Coverage) - Virginia

Effective October 1, 2023 - VAIP Filing No.: VA 23-03- The Plan Introduction and Sections 7 and 52 rules regarding Transmittal of Applications and Application Submission Procedures were revised to accommodate commercial applications being submitted electronically using the Electronic Application Submission Process (EASi). Plain paper applications may only be submitted as an alternate if EASi is unavailable.

Effective October 1, 2023 - VAIP Filing No.: VA 23-04- The Plan Introduction, Sections 23 and 32 rules regarding Transmittal of Applications and Application Submission Procedures were revised to accommodate commercial applications submitted electronically using the Electronic Application Submission Process (EASi). Plain paper applications may only be submitted if EASi is unavailable. The Auto Dealers Application AIP 7652 is eliminated and Truckers/Auto Dealer’s Application, AIP 7651 was updated.

Administrative Order 12177 approved NCCI Item R-1422 Revisions to the Retrospective Rating Plan Manual Rule Related to the Tax Multiplier effective 01/01/2024. This item revises Rule 1-B-2-g—Tax Multiplier (TM) in NCCI’s Retrospective Rating Plan Manual for Workers Compensation and Employers Liability Insurance to clarify that the tax multiplier information is now found in NCCI’s Tax and Assessment Directory (TAAD).

Administrative Order 12178 approved NCCI Item B-1449 Revisions to Basic Manual Rules Related to Service Charges and Automatic Gratuities effective 01/01/2024. This Item revises the Basic Manual to exclude from payroll all tips, service charges, or other gratuities regardless of whether collected by the employee or the employer to ensure there will be no difference in how service charges, tips, and automatic gratuities are handled in Virginia.

Effective February 1, 2023 (new business) and March 1, 2023 (renewal business) - AIPSO Filing No. VA 22-04 Commercial Auto Rate Filing - This filing includes a rate increase of 14.7% overall.

NCCI Item Filing B-1444—NCCI’s Basic Manual for Workers Compensation and Employers Liability Insurance was approved by Administrative Order 12142 for policies effective on or after November 1, 2021. The 2021 Basic Manual has a modernized format. Rules and values are arranged by topic. This helps to make future customer use easier. NCCI advised this manual does not make any substantive changes to any rule or classification that would result in premium impact.

Effective September 1, 2022 (new business) and September 1, 2022 (renewal business) - AIPSO Filing No. VA 21-14 added forms for Commercial Auto as listed in the Administrative Order, withdrew CA 99 34 10 13 - Social Service Agencies – Volunteers as Insureds and CA 05 23 03 18 - Virginia Employee Hired Autos, revised load capacity of 2,000 pounds to 3,000 for Rule 74, amended Rule 125 - Non-owned Auto Liability and deleted Rule 126 - Partnership as the Named Insured-Non-ownership Liability.
