Key Staff
William F. Stephens
graduated from the University of Virginia in June 1978 with a degree
in Mechanical Engineering. Immediately upon graduation Mr. Stephens
joined the Virginia State Corporation Commission as a Staff Engineer
in the Division of Energy Regulation. In August 1982 Mr. Stephens
was named Interim Director of the Division. He was promoted to Director
in February 1983 and continues to serve in that capacity.
As Director of Energy Regulation, Mr. Stephens
oversees technical staff activities relative to electric, gas and
water/sewage companies. Specifically, he directs staff efforts relative
to rate design, cost of service, electric generating unit performance,
fuel factor projections, cogeneration rates, and transmission line
and generating facility certificate applications. Mr. Stephens'
Division also acts as the commission's interface with the consuming
public. Consumer complaints relative to utility activities are handled
by the Division of Energy Regulation. In recent years he and his
Staff have focused extensively on the issue of electric utility
restructuring issues. Currently, they are engaged with the other
public utility divisions in implementation of Virginia's Electric
Restructuring Act.
Mr. Stephens often represents the Commission
before the Virginia General Assembly and he has served in a technical
capacity as a Commission representative to the Southern States Energy
Board, the Southeastern Electric Reliability Council and the East
Central Area Reliability Council.
